REGULATORY READINESS FORUM
A legacy in the region
Puerto Rico · 2027
Puerto Rico's gaming market is entering a new stage of regulatory and operational development.
The Puerto Rico Regulatory Readiness Forum brings together regulators, operators, suppliers and industry leaders for two days focused on the priorities shaping the market: responsible gaming, regulatory standards, compliance, cybersecurity and financial integrity.
The Forum opens on February 17, Responsible Gaming Day, placing player protection and sustainable industry practices at the center of the conversation.
Under Act 81-2019, the Puerto Rico Gaming Commission oversees a diversified regulatory framework encompassing casinos and games of chance, horse racing, sports betting and fantasy contests, route gaming machines, as well as internet-based gaming activities. This expanding landscape brings new regulatory, technological and operational challenges — and new opportunities for the industry.
Financial integrity is also a key part of the discussion. The Puerto Rico Gaming Commission expressly identifies the prevention of money laundering and tax evasion among its regulatory objectives, while casino operators are also subject to applicable federal Bank Secrecy Act and anti-money-laundering requirements.

Puerto Rico is one of the Caribbean’s most diversified regulated gaming markets, combining land-based casinos, route gaming machines, sports betting, online gaming, fantasy contests and horse racing.
A major regulatory transformation began with Act 81-2019, approved on June 29, 2019, which established the Puerto Rico Gaming Commission and consolidated gaming oversight previously distributed among different government entities, including functions formerly administered by the Puerto Rico Tourism Company and the Horse Racing Board. Today, the Commission oversees four principal regulatory areas: Games of Chance, Horse Racing, Sports Betting & Fantasy Contests, and Route Gaming Machines, while also regulating internet wagering and other gaming activities authorized by law.
This expanded framework has opened the market to new forms of wagering and technology, including sports betting, fantasy contests and internet-based gaming, creating new opportunities — and new requirements — for operators, suppliers and technology providers. Act 81 also expressly contemplates newer wagering formats including esports, skill-based gaming and peer-to-peer wagering.
